    The CTE Committee meeting was called to order by Randy Bryant at 12:34 PM. 

    CTE Dean Updates – Randy Bryant 

    Vins Chacko briefly joined from Gavilan College to greet former colleagues. Joshua McCluskey introduced himself as a longtime part-time faculty member now joining the Environmental Pollution Prevention and Resource Management CTE program. Randy noted that this would be the final quarterly meeting before the fall.

    Vision 2030 - Randy Bryant introduced Vision 2030, a statewide initiative developed by the California Community Colleges Chancellor’s Office. This strategic plan outlines ambitious goals for improving student outcomes and advancing equity. A key objective includes increasing the percentage of economically disadvantaged students earning a living wage from 34% to 47% by 2030.

    Career Education Master Plan - Randy shared highlights from the Governor’s new Career Education Master Plan, which was also presented to College Council. The PowerPoint presentation includes valuable data sources, such as public Tableau dashboards focused on Silicon Valley and additional labor market insights from DataVista. These resources are intended to guide program alignment and support strategic decision-making.

    CTE Handbook - Randy discussed the development of a new CTE Handbook designed for department chairs and deans. The handbook will serve as a reference guide for understanding the purpose and application of key funding sources such as Perkins, Strong Workforce, and lottery funds. It will also provide guidance on advisory committees, sample agendas, and strategies for collecting essential program-level data. All supporting documents, including advisory board minutes and dual enrollment resources, will be stored on the department’s SharePoint site.

     CTE Counselor Updates – Trisha Tran 

    Career Fair Recap - Trisha Tran provided an overview of her role as a CTE Counselor and shared a recap of the Spring 2024 Career Fair, held on May 7th in the main quad. The event featured 37 employers, each with two company representatives, and received positive feedback from students. Post-event surveys showed that students felt welcome and rated their career readiness at 3.5 5. The fair aimed to create an inclusive environment and intentionally featured employers aligned with the campus’s CTE programs. Trisha emphasized that the fair helped build student confidence, despite some nervousness about job readiness. She also acknowledged the support of the planning committee. Randy shared the usefulness of the equity rubric used for planning, describing it as simple and effective. Katrina gave a shoutout to faculty member, Sheryl Bernardo, for facilitating one of the career preparation workshops

    Career Services Advisory Committee - Trisha announced the formation of the Career Services Advisory Committee, an evolution of the Career Fair Planning Committee. The group aims to expand career service offerings on campus starting in the fall. An initial meeting is planned for June, with quarterly meetings to follow. As the next Career Fair approaches in the spring quarter, meeting frequency may increase. Trisha invited anyone interested in joining the committee to reach out directly.

    Dual, CTE & Noncredit Program Updates – Tiffany Rodriguez-Tran 

    Dual Enrollment & Non-Credit Opportunities - Tiffany encouraged departments to consider expanding dual enrollment and noncredit programming to support the college’s Vision 2030 goals and enrollment growth efforts. The recent removal of the CDC noncredit barrier has made it easier to offer noncredit courses, which can help meet employer demands for short-term training not currently addressed in existing curriculum. She emphasized the importance of creative thinking and cross-campus partnerships, citing successful collaborations between Auto Tech, Computer Science, and Environmental Studies. Tiffany shared that a Mandarin translation noncredit course may launch as early as winter.

    College and Career Access Pathways (CCAP) Partnership - De Anza currently has a College and Career Access Pathways (CCAP) agreement with Fremont Union High School District (FUHSD), allowing college courses to be offered on high school campuses. A new MO now enables high school instructors to teach these college-level courses, broadening access. She also referenced AB 1288, a legislative change that permits colleges to serve high schools outside their district under specific conditions.

    Adult School SU25 COUN 5 - A special summer cohort of COUN 5, designated for adult school students, is nearly full. This program is part of broader efforts to increase access through targeted noncredit and dual enrollment options. She shared supporting documents, including the CDCP noncredit reference guide, and reminded faculty that certain MOAs should be posted to the college website for transparency. Faculty were encouraged to reach out with questions or new ideas to expand access and better serve adult learners.

     CTE Internship Updates – Katrina Tran 

    Katrina Tran shared a recent success story from the Energy and Facility Sustainable Management program. On May 9th, approximately 15 students participated in a field trip to the City of San Jose, where they engaged with professionals in the field, asked thoughtful questions, and made valuable job contacts. The city contact, Regina, was impressed by the students' level of engagement, especially compared to other community colleges' visits. Bill Roeder shared that the trip was coordinated by part-time faculty member Ron Wheelhand. Katrina encouraged faculty to reach out if they are interested in developing similar partnerships or future field trips with the City of San Jose for their own programs.

     Budget Updates – Katrina Tran  

    Perkins - Katrina presented the 2025–26 Perkins V grant proposal with a target budget of $639,000. Although allocations may be lower due to two new programs and reduced statewide funding, the program currently has a favorable overage of $51,000. The proposal is pending approval from RAPP and College Council and will be submitted to NOVA by May 30. Randy reminded the group that Strong Workforce funds also support the Perkins budget, and any concerns should be shared by the end of the week. The funding aligns with core indicators, and participants were encouraged to help justify requests based on program needs and inflation.

    Strong Workforce - Round 9 Strong Workforce Program (SWP) funds will be available July 1. Due to state reporting requirements, all purchases must be physically received, not just ordered, before they are considered spent. Departments must have clear spending plans by March or risk reallocation of funds. Randy stressed the importance of proactive planning and encouraged faculty to keep quotes ready for timely purchases. A future workshop may be held to support faculty in navigating the SWP process and terminology.

    Office Hours - To support faculty and deans with Perkins and SWP planning, Katrina will hold office hours to answer questions about allowable expenses. In addition, Brittany will help develop a funding FAQ section on the CTE website to provide ongoing guidance in advance of the fall term. The goal is to make funding rules more accessible and reduce confusion around eligibility and processes.

    ACCJC Workforce Survey – Brittany thanked faculty for completing the survey, which highlights college-industry partnerships to support advocacy efforts in Washington, D.C. focused on student career success and economic mobility.

    Meeting Schedule – The next CTE Committee meeting is set for Thursday, October 23, 12:30–2:00 PM. No summer meetings are planned, but CTE staff will remain available for support.
